Malta Grants Citizenship to Over 28,000 Individuals in 12 Years
Over 28,000 People Granted Maltese Citizenship Since 2013
A total of 28,045 individuals acquired Maltese citizenship between 2013 and 2024, with 2,795 citizenships granted in 2024, up from 2,652 in 2023, as reported by the Malta Independent. The peak years were 2018 with 3,610 citizenships and 2017 with 3,186. Significant increases were also observed in 2014 (902), 2015 (949), and 2016 (2,125).
Pathways to Maltese Citizenship
Maltese citizenship can be acquired through several options:
- Descent: Under the Maltese Citizenship Act (Chapter 188), individuals with Maltese ancestry can obtain citizenship.
- Naturalisation: Foreigners residing in Malta for a specified period can apply under outlined criteria.
- Golden Passport Program: Wealthy individuals can acquire citizenship through the Malta Individual Investor Programme (MIIP) by making substantial financial contributions.
While the Golden Passport Program has attracted significant interest, it has faced criticism for involvement in irregularities such as money laundering and corruption. Calls for its termination have been raised.
Concerns Over Golden Passport Programs
In October 2024, Transparency International expressed concerns that a court ruling in favor of Malta’s Golden Passport Program could lead other EU nations to revive similar schemes, potentially undermining global anti-corruption efforts.
Advocacy group representative Eka Rostomashvili warned, “EU citizenship can once again become up for grabs by those who can afford it, seriously undermining global anti-corruption efforts.”
These remarks followed EU Advocate General Michael Collins's statement that EU countries retain the right to sell citizenship if they enforce rigorous due diligence to preserve the programs' integrity.
Malta’s citizenship programs remain under scrutiny, with ongoing discussions about their future impact on the EU’s broader policies on transparency and security.
